Abstract | In Maharashtra state, India, nearly one in three urban households do not have a household toilet. Since the launch of Swachh Maharashtra Mission, Urban (SMMU) in 2015 by Government of Maharashtra, the focus has been on encouraging use of toilets and not just their construction. While both national and state-level guidelines and directives are available, more guidance on implementation is needed. This handbook seeks to address this gap by focusing on the planning and implementation of making cities open defecation free (ODF).It explains the objectives of SMMU and provides a roadmap for achieving sustainable Open Defecation Free (ODF) cities by focusing on the entire sanitation chain for which it introduced the concepts of ODF+ and ODF++ cities. The handbook also compiles various innovative initiatives and actions undertaken by Urban Local Bodies (ULBs). The handbook was complied under the Performance Assessment System (PAS) Project. |
