During the 2011 edition of the MOLE Conference Series, the Community Water and Sanitation Agency and IRC, through the Triple-S Project presented a paper entitled: "Governance, accountability and aid effectiveness: Towards sustainable rural water services”. The Conference was held under the theme: ''Towards Decentralised WASH services delivery: challenges and lessons".

The MOLE Conference series is an annual civil society multi-stakeholder platform organised by the Coalition of NGOs in Water and Sanitation (CONIWAS). The Conference attracted over 150 participants, mainly from civil society groups in the water and sanitation sector in Ghana.
"Governance, accountability and aid effectiveness: Towards sustainable rural water services" examines the relationship between governance, accountability and aid effectiveness as well as their implications on sustainable water services. It also describes the steps which IRC in collaboration with Ghana’s Community Water and Sanitation Agency (CWSA) is working towards to increase awareness on the challenges faced in making rural water services sustainable. It is important to use this awareness as a basis for identifying areas for reform and innovation.
