The Community Water and Sanitation Agency (CWSA) has held its 2011 Annual Review Conference in Kumasi from April 23 to 26, 2012 under the theme “Tracking functionality of WASH facilities - A key to sustainable services”. Participants were drawn from the ten regional offices of CWSA and selected sector institutions.

The Triple-S Project presented the theme paper for the conference. The paper was intended to build a case for functionality and service monitoring as a bedrock for increasing coverage and ensuring that water facilities continue to provide sustainable and adequate levels of service. It focuses on the case of Ghana and provides a reflection on how past approaches to water supply have dealt with the challenge of sustainability, considers lessons learned over the period and visions for the future.
In the presentation delivered at the conference by the Country Director of IRC Ghana, Mrs Vida Duti makes a strong case for the community water sector of Ghana to address the sustainability challenge and contribute to developing a national framework for tracking functionality of water, sanitation and hygiene services. She also advocates for balancing the funding flow to ensure adequate resources are provided for direct support cost and capital maintenance.
