The Ministry of Foreign Affairs of The Netherlands reviewed The Netherlands' contribution—during 1990 to 2011—to improving drinking water and sanitation services in developing countries. The current Dutch policy of advancing water and sanitation services for the poor is rooted in the Millennium Development Goal of halving the world’s population without sustainable access to safe drinking water and basic sanitation by 2015.

The review provides insight into how the policy has impacted health and development opportunities of people around the world. The Ministry of Foreign Affairs of The Netherlands reported that Dutch efforts have been significant; however, the information collected regarding increased access and use of facilities does not illustrate a complete picture. The Ministry can still improve policy management in order to ensure sustainable impact by putting in place the necessary manpower and resources. The policy review was supported by a reference group which included Dr. Christine Sijbesma of IRC International Water and Sanitation Centre.
