Abstract | A UNDP symposium held in Delft, The Netherlands in June 1991 had as its goal the determination of strategic approaches for the sustainability of water sector programmes and projects. The issues discussed were from all levels; field work, community-based organizations, institutional support, international aid, and private sector concerns. Capacity building was discussed in the context of a country "self-help" viewpoint. Ways and means to incorporate water issues into governmental policies, strengthen institutions, establish training procedures and networks, privatization, and applicable technical support were discussed and are outlined in the proceedings. To fit programmes to the specific countries, a water sector assessment programme was recommended, to provide a basis for decision making and planning. A monitoring and coordination programme was also advised, to keep issues current and facilitate exchange of information. In addition to the symposium proceedings, the publication also includes case studies from Ethiopia and Sri Lanka. |
