Abstract | In the interest of providing sustainable water supply and wastewater services where the beneficiaries of the services are charged a tariff for use of the systems, certain guidelines should be followed to expedite progress. The objectives of financial sustainability and cost recovery, efficient allocation of scarce sector resources, income distribution and fiscal viability are difficult to meet simultaneously; often a trade-off is necessary for implementation. The costs of operation, maintenance and overheads are passed on to the consumers, whose income levels vary greatly. The level of service is based on the system designed; i.e., a simple water system could provide a few hours of water per day, or a more complex system 24 hours a day. Cost recovery methods are also based on the system or service provided in relation to the user group. Several methods are presented in the paper, among which metering, governemental funding, privatized services and surtaxes on other utilities are mentioned. |
