Abstract

The purpose of this document is to provide guidance on how to develop an effective training capacity within a water and sanitation institution. It discusses in detail what is involved in developing a training capability. Specifically, the document defines the primary goal of training, describes the limitations of training, discusses what makes training effective, provides an overview and a definition of the essential elements of training, describes what needs to be done to develop a training capacity, defines the skills needed by staff to conduct good training, and discusses some practical considerations in establishing and maintaining a training system.
