Abstract | This background discussion paper has been developed within Saferworld's two-year research project on 'Prevention of violent conflict and the coherence of EU policies toward the Horn of Africa countries'. The project aims to critically examine the impact of EU policies on the countries of the Horn of Africa as a basis on which to clarify proposals for enhancing the effectiveness of EU efforts to prevent violent conflict. The paper's objectives are to: a. Provide perspectives on the possible links between water resource scarcity and armed conflict between and within the countries and communities of the Horn of Africa; b. Present an initial analysis of EU policy engagement in support of water resource management in the Horn region; c. Assess the impact of EU policies and engagement in potential and actual conflicts over water resources and the extent to which incoherent policies are exacerbating actual or potential conflicts; and d. Offer frameworks for the development of comprehensive, coherent and flexible EU policies which would appear best able to support the prevention of violent conflict. |
