Abstract | The described project, which started in 1987, was initiated to safeguard the investments made in the Netherlands-assisted "Buba" water supply project, which developed some 750 water points in the South, and the project "Structuring DGRH" which supported the institutional development of the Directorate General of Water Resources (DGRH) within the Ministry of Energy, Industry and Natural Resources (MEIRN). Main aim of the project was to assist in the development of a maintenance system for the water supply systems in the rural areas and semi-urban centres, while reducing cost for the government. The document presents a report on the water and sanitation situation in Guinea-Bissau and the water supply situation in rural areas and semi-urban centres. It provides an overview of the population and looks at the political and socio-economic situation of the country, gender aspects, MEIRN, DGRH, and other governmental institutions, as well as their legal framework. A comparison is made between the sustainability aspects of various water source options such as the traditional open well, improved lined dug well with head wall and cover, hand drilled well, and machine drilled well. A similar comparison is made between various water supply systems like the rope and bucket system, the VLOM (Village Level Operation and Management of Maintenance) handpump, non VLOM handpump, pumped pipe supply, and solar pump. The document closes with a presentation of recommendations to enhance sustainable development of the sector, including a more gender-specific strategy. |
