| Abstract | This publication contains the papers and outcomes of workshops of the Second UNDP Water Sector Capacity Building Symposium, held in Delft, the Netherlands, in 1996. Twenty-eight papers provide background information and case studies. Part one discusses institutional change frameworks that define the playing field for capacity building - activities either being currently implemented or prepared. Part two discusses the knowledge and institutional resource base, and capacity building approaches and instruments. Whereas the First Symposium in 1991 focused on the nature and broad strategic outlines of the capacity building concept, this book reviews first field experiences and discusses the tools and approaches. |
