Abstract | The authors describe a piped water supply programme in 44 small towns in West-Java, Indonesia. The programme seeks to fully involve households in determining the level of provision and the location of supplies and in setting up the means to ensure that public taps are managed and maintained. The main innovation of the programme is its involvement of the future users through a community self-survey in the planning stage. During the self-survey villagers assess their water conditions and related issues and provide data for detailed planning. The detailed planning is done together with programme staff. Changes to the original programme brought about by the self-survey include water metering with progressive rates, flexible planning of construction, reduction of land requirements for public tap stands and a higher degree of integration between technical and community activities. Main difficulty of the programe is the integration of the flexible planning into the strict budgetary planning of the Indonesian counterpart organization. Another significant issue is the fact that 50 per cent of the prospective users is not interested in water from the programme. Preliminary results of a consumer study suggest that these are mostly the poorer families. At a conceptual level the lack of an environmental sanitation component is a serious shortcoming of the programme, although pilot projects have been started as add-on facilities to the public taps. |
