Abstract | PROSANEAR is the Portuguese acronym for the Water and Sanitation Program for Low-Income Urban Population. This paper describes the PROSANEAR pilot program in Brazil. The program provided nearly 900,000 poor people with fresh water piped directly into their homes, and one million people were also connected to sewerage systems. The water connections were for less than USD 98 per person and the sewerage was for less than USD 140. PROSANEAR?s success is claimed to be derived from two novel approaches to delivering urban services: cost effective appropriate technologies and community participation. |
