Abstract

Guidelines for practitioners involved in the development and management of water resources in developing countries. The first part sets out the rationale for a strategic approach to development co-operation in water-related activity, and the key concepts it embraces. It discusses six core principles: (1) institutional and management, (2) social, (3) economic and financial, (4) environmental, (5) information, education and communication, and (6) technological principles. The second part contains practical suggestions on how to apply the strategic approach to actual planning, implementation and evaluation of water-related activities. This part follows the phases of Project Cycle Management adopted by the European Commission (EC). The final part provides supporting material in the form of a glossary of key concepts, programme and project aids, EC funding sources and standard formats for terms of reference.
