Abstract | This study concerns the introduction of water demand management for residential and institutional consumers in small towns, focusing on issues of equity as well as efficiency. It demonstrates the use of a water-use table to establish and monitor consumption. The study describes five practical measures for demand management: introducing a demand responsive approach to service provision; improving the service provided by communal standpipes; reducing revenue losses; reducing physical losses; and building public support for demand management. It also discusses the advantages of an incremental introduction of water demand management. |
