It is based on interviews with 30 community leaders and industry experts. It offers guidance to communities considering whether to partner with the private sector, and how to manage public-private partnerships to meet their water and wastewater needs. Chapter 1 describes what we mean by a public-private partnership. Chapters 2 through 4 document the benefits of public private partnerships. Chapters 5 through 9 provide details on how a community can achieve the benefits and avoid the potential pitfalls. |
