Abstract

This paper deals with principles for reform on the urban water supply and sanitation sector in the NIS. It specifies that tariff increases are required to achieve financial stability in the sector. It also takes into account affordability of the services provided as part of a strategy for the service provided. Furthermore, this paper gives an overview of affordability constraints related to the water sector in the NIS.

Section 2 of this paper discusses current access and service coverage for both drinking water supply and sanitation for selected NIS and regions of Russia. Section 3 presents some macroeconomic figures for selected NIS, including those on income level and distribution, which reveal the scale of poverty. It also discusses different definitions of poverty and strategies to reduce poverty in NIS. Section 4 discusses whether and how the government addresses poverty. It also deals with the question of affordability in achieving financial sustainability of the water utilities in their tariff and social policies. Section 5 gives some preliminary recommendations.
