Abstract | This study evaluates the impact the public-private partnership (PPP) in the Metropolitan Waterworks and Sewerage System (MWSS) in Metro Manila, the Philippines. It compares the financial and service-related performance of the whole system and its parts within a five-year period before (1992-1996) and after the privatization (1997-2001). The study found a 30% increase in water coverage, increased water availability from 17 to 21 hours, and improved service to the urban poor. On the other hand, sewerage coverage remained far below promised levels and non-revenue water (NRW) levels remained above 50%. Devaluation of the local currency and operational inefficiency forced one of the concessionaires to terminate its contract. The customers were more satisfied with the private service but found water tariffs to be high. The tariffs were increased after the sudden currency devaluation. The concludes with lessons learned and recommendations on the concession agreement, regulatory framework and performance monitoring, services for the urban poor, human resources and capacity building, and the role of donors agencies. |
