Abstract | This note presents basic information about the way in which two countries are making water privatisation illegal: Uruguay, and the Netherlands. In both cases, the new laws outlaw not only the sale of water systems but also the delegating of the operation of water supply to private companies. The note reviews the referendum that supported the constitutional amendment on water in Uruguay (the text in Spanish and English is included in annex. It also describes the key provisions of the Dutch "Waterleidingwet 2004" and its relationship to European Union law. |
