Abstract | In the People’s Republic of China, developing country with the largest population in the world, the rural residents are still used to obtain their drinking water directly from surface water sources, open wells, or distant sources due to the shortage of local water sources. Sanitation facilities are poor, and result in high incidence rates of water-related diseases and epidemic diseases. The current status of development in various aspects of  population, social and economical development, geography, climate and hydrology have been reviewed. The existing status, profile and relevant constraints of the rural water supply and sanitation sector are presented with relevant facts and figures. Given the vastness of the PRC, the six case studies conducted are essential elements in the report : specific critical sectoral issues arise from local-specific conditions. Relevant analyses towards formulation of appropriate strategies and the preliminary recommendations are discussed. Sector policies, regulations, institutions, organisation and capacity building, are investigated and constraints identified, relevant government ministries strategies and development programs in the RWSS sector are analysed. Policies and strategies for the development in the rural water supply sector in the next five years (2006-2010) are discussed and formulated. A continuation note of these policies and strategies for the following five years (2011-2015) is presented, and a medium term (2006-2010) sector development plan for the ADB is formulated. The role of ADB towards the development of the RWSS sector is discussed. A possible investment framework is recommended and potential investment projects are suggested for ADB’s consideration. |
