Abstract | Provided the process is well facilitated, scenario building can be a creative and inspiring process for identifying and discussing uncertainty and risk. It can help identify possible strategies and a shared vision of the future based on current trends and knowledge of sources of greatest uncertainty. Scenario building brings together a wide group of stakeholders, including specialists and high-level decision makers. Narrative scenarios contain both quantitative and qualitative information and focus on factors outside of the control of stakeholders which are most important and most uncertain. Some examples of water and sanitation scenarios for the city of Accra developed in August 2007 by the SWITCH learning alliance are included. [authors abstract] |
