Master plans have demonstrated the proof of concept in creating a clear strategy and investment plan. But to make a real difference and contribute towards reaching SDG 6 we need more districts with master plans to start leveraging the significant finance the sector still lacks. This tried and tested concept works in conjunction with, rather than against, government strategies.
It is not another example of poorly conceived and developed solutions that are destined to fail to pay back investments from the beginning. On the contrary, District WASH Master Plans stop money being wasted, are more strategic and provide a clear road map for government and its partners. A master plan will also attract sources of funding because it provides concrete plans which are rooted in reality and supported locally.
