Abstract | The Government of Ghana (GoG) in 1988 embarked upon a comprehensive decentralization policy and local government reform programme with the aim of establishing an efficient, decentralized government machinery to support participatory development. This was further given a boost by Chapter 20 of the 1992 Constitution. The Constitution by its provisions envisaged a local government system that would responsive to local needs, ensure efficient and effective service delivery and be accountable to its stakeholders - at the national, regional, district and community levels.
