Abstract | Under the Indonesian PPSP (Accelerated Sanitation Development Program for Human Settlements Program) each year up to 1,500 new DEWATS (Decentralised Wastewater Treatment Systems) may be realized. Taking the massive scale of planned implementation into consideration an evaluation of the technical and financial-economic aspects and users involvement of three different types of DEWATS systems was performed. Evaluated systems included Settler (Set) + Anaerobic Baffled Reactor (ABR) + Anaerobic Filter (AF), Digester + Set+ ABR + AF and Settler, equalization activated sludge, clarifier, filtration. All three systems complied with the current regulations, with one of the systems having the best overall performance on COD, BOD, TSS, N, P and coliforms. A clear reduction in specific investment costs was found with an increased number of users per system. Further, it was found that only daily, regular operational costs were recovered from fees collected by the community, whereas costs for desludging, major repairs and capital and replacement costs were not. Surveys with users showed a different degree of involvement of local men and women in the different planning stages of the project for the systems. Recommendations are provided to scale up introduction of DEWATS systems in a city wide sanitation strategy in a more sustainable way. [authors abstract] |
