Abstract | Papers presented and discussed at the IDPAD Seminar Managing water scarcity : experiences and prospects, held in Amersfoort, The Netherlands in October 1997 and revised and updated based on the discussions and editorial comments. Focus is on overexploitation, extensive pollution of water sources, and the resultant conflicts. The second group of papers describes non-governmental, community-based initiatives to overcome water shortages due to droughts and to promote equitable sharing of water and public action to prevent and mitigate the effects of pollution. The third group deals with the working of laws, regulations, and institutions in managing water and resolving water conflicts in the international context mainly in Europe.
