Abstract

The National Rural Sanitation Programme (NSRP) in Botswana was instigated in order to facilitate the construction of pit latrines by rural people for their own use. Maendelo Development was commissioned by the Ministry of Local Government and Lands to present strategic options for the continuation of the NRSP programme during the Seventh National Development Plan. The three options presented differ in extent of government support and policy emphasis. Option 1 is to continue the present standard latrine-building system which is 70% government subsidized. The latrines are not reusable, and have an actual life of 8 years rather than the 20 year lifespan predicted. Option 2 is to continue the programme with improved technologies, thereby reducing costs and therefore, subsidies. Option 3 is to shift the emphasis from government subsidized latrine building to a consumer awareness and health and hygiene education programme to induce householders to take responsibility for latrine provision and maintenance. All three options are outlined and discussed; technical drawings and economic analyses are provided. Option 3 is the preferred option for adoption according to the consultant.
