Abstract | This paper presents a strategic framework that can be used to design and implement consultation and communication programmes, focusing on public sector reform in the water and sanitation sector. It includes a short description of the ISPE methodology, which comprises four main phases: issue identification and goals definition; stakeholder mapping; programme development and implementation; and evaluation and feedback. The methodology has practical applications in policy reform, private sector participation, regulatory reform, and enhancing public enterprise performance. |
