WASH Systems Strengthening Help Desk and Call-Down Service

The WASH Systems Hub offers technical call down support to all ODA-eligible countries, with priority to 16 priority countries identified under the FCDO funded WASH Systems for Health Programme. Through this call-down service, partner governments can request short-term technical support from the consortium partners or appropriately qualified experts and institutions, in collaboration with UK Embassies and High Commissions.
The aim of the support is to assist WASH sector systems strengthening processes undertaken by governments, including government agencies and service authorities at national or regional levels. The focus is to help address systemic bottlenecks by supporting activities that will strengthen the systems that deliver WASH services, by providing technical expertise or strategic insight into WASH sector challenges and insights/recommendations for action.
The WASH Systems Hub is able to fund technical support for sector strengthening activities. This can be a standalone request for a one-off TA, or can complement existing activities, for which this type of TA could supplement with critical expertise or specialist support.
The WASH Systems Hub is hosted by IRC International Water and Sanitation Centre, The Hague. Requests for support are open from January 2024 and can be commissioned on an ongoing basis. Support can be commissioned by governments themselves, including through their ministries, sub-national governments, government agencies and service authorities, or by FCDO Country Offices / UK Embassies and high commissions working with partner governments in ODA eligible countries.
Helpdesk support can be requested on an ad hoc basis. TA Call Down support can be commissioned after an expression of interest and needs assessment, where the hub works with the applicant to draft a Terms of Reference for support. After approval of the ToR, the TA is then commissioned by the Hub and undertaken by the selected expert or experts. We welcome co-creative support applications via the Call -Down Service as well as smaller requests for technical expertise via the Help Desk.
The WASH Systems Hub is funded under the WASH Systems for Health Programme. Direct costs for Help Desk and TA Call down support are funded under that agreement. This includes costs for TA support from specified national and international experts (fees, travel, per-diem etc). Ancillary costs, for example venues for trainings, participant DSA and travel costs, and any associated costs of recipients of TA are not eligible for support.
